my apartment makes money off of scared of foreclosure owners. Need advice!

Pay your dues on time and you don't have to worry about late fees. If the HOA has a $50 late fee for these dues, it must have been approved somewhere along the line. Why not ask an officer or board member of the HOA if you don't think it complies with the law?
Call a Florida Real Estate Attorney and ask if the HOA board can vote to raise the dues above the state allowed fee of $25.? He would be the expert on Fl. law.
