  1. there is no state listing unless it's through hud or va, which you can find on their websites. otherwise you have to search each municipality which by law trustees have to publish in periodicals.
  2. http://www.tenmanagement.com/listings/state.do?code=NC This is the HUD site
  3. You won't find what you are looking for, unless your notion of 'pennies on the dollar' is somewhere around 85-95 cents on the dollar. Contrary to all the assorted infomercials you may see indicating that such purchases are available, they aren't. You generally get what you pay for. The US government does have assorted foreclosures, and it wants to sell them, but it doesn't give them away for ridiculously low sale prices. You can browse the provided URL for an idea of what is available at auction or via real estate agencies.
  4. Stop watching late-night infomercials. Or, if you insist, buy the program from the infomercial. The tip-off is "buy govt. foreclosures for pennies on the dollar." That's the infomercial language. A few quick pieces of advice: Most foreclosures aren't government foreclosures. Next, most tax foreclosures are for worthless pieces of property, not those nice mansions you see on the commercials. Next, many foreclosures are not good deals. There are plenty of other good deals out there. The HUD and VA sites recommended by another answer here are good. In addition, check county-by-county in North Carolina. Look for "[county] tax assessor." Most county offices will auction off tax foreclosures once or twice a year. You'll be able to get the information--probably online, maybe by phoning--to find out what the process is. For a list of non-government foreclosures, contact a Realtor.
  5. Check the HUD website as others have suggested and watch your step. Many HUD homes sell for more than they are worth believe it or not. There is no reality, only perception. People believe they are getting a deal since its a HUD home, but in many cases better deals can be found elsewhere.
